Palmer, Cornelius Solomon was born on November 2, 1844 in Underhill, Vermont, United States. Son of Jonah Ferris and Chloe (Mead) Palmer.

Education

Educated committee schools and Underhill Academy.

Career

Private Company F, 13th Vermont Infantry, Civil War. Admitted to Vermont bar, 1874. Began practice at Jericho.

Member Vermont House of Representatives, 1880. Appointed by President Arthur assistant United State Attorneys for Dak. Ty., 1882; Associate Justice of the Supreme Court of Dak., 1884-1888.

Resumed practice in Sioux Falls, South Dakot, 1888. Member South Dakot Senate, 1896-1897. Returned to Burlington, 1903, where he engaged in practice.
