Ballesteros Ibarra, Crescendo was born on March 5, 1914 in Guadalajara, Jalisco, Mexico. Grandson of Cresencio Ballesteros, military officer and aide to Benito Juárez, president of Mexico. Father founded the National Irrigation Commission and operated the largest civil engineering firm in Mexico.
Brother Guillermo is president of the VISA Group son José is president of the Board of the Grupo Mexicano de Desarrollo.

Began career in the Secretariat of Hydraulic Resources as a topographical engineer in Guadalajara, 1935-1942. Founded own construction company, Constructora Ballesteros. Purchased Cía. Mexicana de Aviación (Mexicana Airlines) when it declared bankruptcy.

Member of the Board of Industrias Luismin, DESC Group, Kimberly Clark of Mexico, and many other firms. Operates one of the largest construction firms in Mexico.
