After going to local schools, he attended American University in Washington, D.C., where he received a bachelor of science degree in public administration.
He served in the U.S. Army from 1944 to 1946.
Between 1949 and 1961 King was an aide to Senator Hubert Humphrey (D.- Minn.). He returned home to become government secretary and sometimes acting governor between 1961 and 1969.
In 1968 he organized a Democratic Party liberal dissident group, the Independent Citizens Movement (ICM). It elected him to the insular Senate, where he served from 1972 to 1974. In 1974 he was the ICM’s successful candidate for governor.
