Deputy-Speaker of the House of Commons, 1896-1900.
Speaker, 1900- 1004; Minister of Inland Revenue, 1004-1906. Introduced a Bill against the American Tobacco Trust, and this legislation had the desired effect ot putting an end Lo the American methods which the Tobacco Company wanted to establish in Canada.
A member of the Imperial Conference. And was one of the Ministers who negotiated the Franco-Canadian Treaty of 1907.
Represented Canada at the Imperial Defence Conference of 1909.
Author of the first Naval Bill introduced in the Canadian Parliament (1910), and when the new Department of the Naval Service was organised he was put in charge of lieutenant Minister of Marine and Fisheries in Dominion Government since 1906.
