Groutage received a Bachelor of Science, a Master of Science, and a Doctor of Philosophy in science and engineering from the University of Wyoming. During the Cold War, Groutage led several teams of United States. scientists in the Navy, Air Force and Army, developing weapons systems and nuclear submarines.
In 2001, he was named by the National Society of Professional Engineers as one of the top ten engineers in the federal government.
In 2004, Groutage was inducted into the University of Wyoming Engineering " Hall of Fame.
