He received a Bachelor of Surgery in Civil Engineering from the University of Illinois. He worked as an engineer for the Illinois Department of Transportation, and later as Vice President of Business Development for Clark Engineers, Incorporated.
Risinger was elected to the from the 37th district in 2002, taking office in 2003. He was re-elected in 2006, and in 2010.
He served as Senate Republican Caucus Chairman in 2008.
