He moved to Danville, Pennsylvania, and was the chief promoter of turnpike roads in the section around Danville. He then served in the Pennsylvania State Senate from 1804 to 1806. He served as a lieutenant colonel of the Eighty-first Pennsylvania Militia in 1805 and was appointed major general of the Ninth Division of Militia on July 27, 1809.
Montgomery was elected as a Republican to the Tenth Congress.
He was appointed canal commissioner in 1828 and died in Danville in 1831.
