He was the son of son Ebenezer Goddard, Civil Engineer, Justice of the Peace, of Ipswich, Suffolk, and his wife Annie, née Kurd.

Privately at Ipswich and Hastings. Articled to Messrs. East. R. and J. Turner, engineers, Ipswich.

Career

Associate member of the Institute of Civil Engineers. Studied Chemistry in London and Newcastle. Succeeded father as Engineer and Secretary Ipswich Gas Company 1877-1887.

Mayor of Ipswich, 1891.

Contested Ipswich, 1892. Chairman of Directors, Ipswich Gas Company since 1887.

Founded and built I pswich Social Settlement at a cost of £11,000. Justice of the Peace.

Member of Parliament (Liberal) Ipswich since 1895.

Achievements

However, he won the seat in 1895, and held it until the 1918 general election, when Ipswich"s parliamentary representation was reduced to one seat and he did not seek re-election.
