He graduated from the Catholic University of Lublin (Katholieke Universiteit te Leuven (Catholic University of Louvain)) and the School for Social Science of the Institute of Philosophy and Sociology of the Polish Academy of Sciences.

Libionka is affiliated with the Institute of National Remembrance in Lublin. Since 1994 Libionka worked in the Polish Contemporary History Section of the Institute of History of the Academy of Sciences and, since 2000, in the Bureau of Public Education of the Institute of National Remembrance (Instytut Pamieci Narodowej) in Lublin. His articles appeared in „Dzieje Najnowsze”, „Biuletyn ŻIH”, „Polska 1944/1945-1999”, and in „Yad Vashem Studies”.
In 1998 he wrote Doctor of Philosophy dissertation entitled "The "Jewish Question" in Polish catholic Press in the 1930s", currently prepared for publication.
