He obtained his legal credentials from the University of Arkansas Law School in Fayetteville. He moved to Shreveport in 1900. They had one daughter.
Samuel was elected to the Louisiana House of Representatives in 1912 and served a single term until 1916.
Samuel was elected Shreveport municipal judge in 1916, a position which he retained for the remainder of his life. He also joined the El Karubah Shrine Temple, the Elks, the Freemasons, the Knights of Pythias, and the Woodmen of the World, all in Shreveport.
He is interred at the Stoner Avenue Jewish Cemetery in Shreveport.
He was a member of both the American and Louisiana bar associations. Samuel was a member of B"Nai Zion Jewish congregation.
