DeVries obtained a BA in Art from the University of Southern Colorado in Pueblo in 1973. He specialized in photography at the University of Iowa's School of Art in Iowa City, where he completed an MA (1975) and an MFA (1976)

Since 1978 he has been an assistant professor in photography at Bemidji State University in Minnesota. Previously he taught in Canada at the University of Manitoba's School of Art in Winnipeg (1976-77) and was acting head of the Photography Department from 1977 to 1978.
He was the recipient of a scholarship given by the Ford Foundation (1975-76).
He was also working on "a separate series of multiple-panel photographs exploring the polyptych format in photography." DeVries said: "I am interested in the linkage and collisions between photographs, and between people."
He belongs to SPE, CAA and Friends of Photography.
