Marr was born in Macon, Georgia, the son of Henry George (an auditor) and Louise M. (a teacher. Maiden name, Brown).

Marr studied at Dartmouth College (Bachelor) and the University of California, Berkeley (Master of Arts. Doctor of Philosophy 1968).
A former captain in the United States Marine Corps, Marr learned Vietnamese as an officer in the United States, then first went to Vietnam in 1962. He was researcher at American National University Research School of Pacific and Asian Studies (RSPAS) from 1975. He has also been editor of Vietnam Today, and co-director of the Indochina Resource Center (Washington and Berkeley).
A former assistant professor at Cornell University and University of California, he is currently Emeritus Professor and Visiting Fellow, School of Culture, History & Language and Senior Fellow at the Research School of Pacific Studies, Australian National University.
