David Jayne Hill was born on June 10, 1850 in Plainfield, New Jersey. He was the son of Baptist minister David T. Hill.
He graduated from the University of Lewisburg (Bucknell) in 1874.
After graduation he taught rhetoric and wrote a number of books on the subject. He was president of the University of Rochester from 1888 to 1896.
Hill then became actively interested in diplomacy, serving as assistant secretary of state, 1898-1903; minister to Switzerland, 1903-1905; minister to the Netherlands, 1905-1908; and ambassador to Germany, 1908-1911.
His writing after 1900 was confined to international subjects. His three volumes on The History of Diplomacy in the Development of Europe (1905 - 1914), are still authoritative. Other well-known contributions are World Organization as Affected by the Modern State (1911), The Rebuilding of Europe (1917), Present Problems in Foreign Policy (1919), American World Policies (1920), and The Problem of a World Court (1927).

In 1874 Hill married Anna Amelia Liddell. They had three sons, Walter (1875–1944), Arthur (1878–1884) and David, Jr. (born and died in 1880). Anna died two weeks after giving birth to her third child.
In 1886, he married Juliet Lewis Packer (1853–1923). They were the parents of twins Catherine (1890–1973) and David, Jr. (1890–1975).
