David attended schools in Sparta, Georgia, and the University of North Carolina before graduating from Franklin College (later the University of Georgia) in 1837.
Lewis served as a private secretary to Governor George R. Gilmer before he began a law practice in Sparta in 1843.
Lewis was a Whig until 1854 and owned a sizeable plantation. From 1845 to 1855, he represented Hancock County in the Georgia state legislature. He also helped to establish the Georgia State Agricultural Society. He served on the Rules, Territories and Public Lands, and Printing Committees.
He refused service in the second Congress and returned to his plantation. When the war ended, he again practiced law for a time. From 1873 to 1885, he was president of the Northern Georgia Agricultural College (now University of North Georgia).
Lewis supported the secession of his state. As the representative from Georgia's Fifth District to the first Confederate House, he achieved a reputation as a wise, cautious public servant who supported the Davis administration.
In 1847 David married Martha Elizabeth Meriwether. The couple had six children.
