Painter studied history at King College (Bachelor 1970), Oxford as a Rhodes Scholar (Bachelor 1973), and the University of North Carolina at Chapel Hill (Doctor of Philosophy 1982).

He is a leading scholar of the Cold War and United States foreign policy during the 20th century, with particular emphasis on their relation to oil. In addition to his career in academia, Painter has worked for the Congressional Research Service, the Department of Energy, and the State Department. In 2008, he was a visiting fellow at the Norwegian Nobel Institute.
He also serves on the advisory board for H-Energy.
