Popenoe was born on October 1, 1932 in Los Angeles, California, United States; the son of Paul and Betty (Stankovitch) Popenoe.
Popenoe received a Bachelor of Arts degree from Antioch College in 1954. Four years later he earned his Master of Arts degree in City Planning and a Doctor of Philosophy degree in 1963 from the University of Pennsylvania.
Popenoe began his career as a director of research urban studies at Rutgers University in 1965. Four years later he took a position of an associate professor at the same university. Also David served as a chairman of the sociology department at Rutgers University from 1979 to 1985. Nowadays he is a professor of sociology emeritus and co-director of The National Marriage Project at Rutgers University.
