Born in Charlotteville Township, Upper Canada, the son of Ephraim Tisdale and Hannah Price, he was educated at the Simcoe Grammar School and called to the Ontario bar in 1858.

Extensively engaged in financing and construction of railways.
In lumbering, mining, sheep-farming and cattle - ranching. Assisted in raising a Ride Company, 1801.
Was its first Captain, on service with it at the time of the Trent difficulty, and the Fenian Raid, 1860. Subsequently other Companies were raised and 39th Norfolk Rifles formed (8 Companies).
Lieutenant-Colonel, retired but retaining rank.

Was a delegate with others from all parts of Canada who met at Ottawa and formed the Dominion Rifle Association, 1808. Chairman Standing Committee on Railways and Canals in House of Commons, 1891-1890. Minister of Militia and Defence, 1890.

Vice-President of the U.E. Loyalist Association for Ontario. King’s Counsel; Member of Parliament Norfolk, Ontario, 1887- 1908.
He served on the town council for Simcoe, also serving as reeve and as a member of the council for Norfolk County.
