This is the true story of Edwrd Lee Howard, for 2 years a member of the CIA, who in the autumn of 1985 defected to Moscow. Once there he betrayed the methods used by the CIA to contact spies, which lead to the arrest and execution of Soviet Defense Researcher Adolf G.Tolkachev and was responsible for the break up of the then CIA network in Moscow. Howard's case exposed major flaws inside the CIA. The Agency hired a man they knew drank heavily and used drugs. It ignored early warnings on his first polygraph test. It selected him for Moscow, its most sensitive post, despite a lack of experience. Howard is the only CIA agent to have got away. He now lives in Moscow. His wife, Mary, who was also a full time employee of the CIA, still lives in the USA. The author has written several non-fiction books about intelligence including "The Invisible Government".

Wise, David was born on May 10, 1930 in New York City. Son of Raymond L. and Karena (Post) Wise.

Wise joined the New York Herald-Tribune in 1951, and became the paper"s White House correspondent in 1960. He was chief of the paper"s Washington bureau from 1963 to 1966. He was later a commentator on intelligence issues for Cable News Network for six years.
Beginning in 1962 with an examination of the Lockheed U-2, Wise published a series of non-fiction books (the first three with Thomas B Ross).
Their book Invisible Government (1964), exposed the role of the Central Intelligence Agency (Central Intelligence Agency) in foreign policy. This included Central Intelligence Agency coups in Guatemala (Operation PBSUCCESS) and Iran (Operation Ajax) and the Bay of Pigs Invasion.
lieutenant also revealed the Central Intelligence Agency"s attempts to overthrow President Sukarno in Indonesia and the covert operations taking place in Laos and Vietnam. The Central Intelligence Agency considered buying up the entire printing of Invisible Government but this idea was rejected when Random House pointed out that if this happened they would have to print a second edition
… That much of this material has been printed before does not reduce the value to the Soviets of having it gathered in one volume under such genuine American auspices."
Later works include Cassidy"s Run: The Secret Spy War Over Nerve Gas (2000) on Operation Shocker, and Spy: The Inside Story of How the Federal Bureau of Investigation"s Robert Hanssen Betrayed America, (2002), on Robert Hanssen.
Wise also published several novels, including Spectrum (1981), based on the 1965 The Apollo Affair.

In 1970-1971 he was a Fellow of the Woodrow Wilson International Center for Scholars in Washington, District of Columbia, and in 1977-1979, he lectured in political science at the University of California at Santa Barbara. A confidential Central Intelligence Agency review of Invisible Government, declassified in 1995, declared that "In Great Britain, which is second to none in its devotion to liberty, there exists an Official Secrets Acting under which the authors would have been tried and sentenced to prison.
