Chief David Couper first wrote this book a number of years ago when he was chief of the Madison Police Department. Over the years, "How To Rate Your Local Police" became a trusted user's guide for civic, governmental, and police leaders. He now has revised this book and updated it for today's challenging police environment in which many citizens are questioning whether or not they can trust their police.
