He retired in 2015. He obtained his doctorate in canon law from Saint Paul University in 1979, and did pastoral and curial work in the Diocese of Dallas-Fort Worth, during which time he has been accused of having transferred sexually-abusive priests to various posts. On April 7, 1990, Fellhauer was appointed the second Bishop of Victoria in Texas by Pope John Paul World War II He received his episcopal consecration on the following May 28 from Archbishop Patrick Flores, with Bishops Thomas Tschoepe and Charles Grahmann serving as co-consecrators. Within the United States Conference of Catholic Bishops, he formerly chaired the Committee on Canonical Affairs.
