Heap, David Porter was born on March 24, 1843 in at United States Legation, San Stefano, Turkey. Son of Gwynn Harris and Evelina Cora (Porter) Heap.

Education

Student Georgetown (District of Columbia) College. Appointed from Pennsylvania, and graduated from the United States Military Academy, 1864.

Career

Appointed First lieutenant engrs., June 13, 1864. Promoted through grades to colonel, April 13, 1903. Brigadier general retired, at own request after 40 yrs’. service, February 16, 1905.

Bvtd. captain, April 2, 1865, “for gallant and meritorious services at Petersburg, Virginia” Engaged in river and harbor engineering, fortifications, lighthouse engineering. Later div. engineer, Pacific Division. President California Debris Commission.

Engineer officer on staff commanding general Department of California. Member various bds. Military representative of the United States at Paris Congress of Electricians, 1881. Traveled in Europe, Asia and Africa.
