He received his Bachelor of Surgery from Brigham Young University in 1971 and his Doctor of Philosophy in economics from Berkeley in 1976. He taught at the University of California, Davis (1976-1979) and Texas Agricultural and Mechanical University (1979-1982) prior to moving to Brigham Young University. Pope served as Chair of the Brigham Young University Economics department 1986-1992 and as Associate Dean of the College of Family, Home, and Social Science 2001–2006. Pope became a fellow of the American Agricultural Economics Association in 1996.
