In 1976 she received a Bachelor of Arts degree from the College of William and Mary. In 1979 she obtained a Juris Doctor degree from the University of Virginia. In 1986 she obtained a Master of Laws degree from the University of Washington.
In 1972 Deborah Gates was admitted to the bar. From 1976 to 1978 she was a vice-justice of Phi Alpha Delta. From 1987 to 1989 she was an adjunct professor of law at the University of Puget Sound Law School. He works as an attorney in the United States. From 1979 to 1989 she worked at the Environmental Protection Agency.
