He was a soldier in the American Revolutionary War, serving first as major of the Pasquotank Minutemen and later as lieutenant colonel of Gregory’s Continental Regiment. Burgess was elected as a Republican to the 4th and 5th United States. Congresses, serving from March 4, 1795 to March 3, 1799. He died in Camden County, North Carolina in 1800 and is buried in the Shiloh Baptist Churchyard.
