In the summer of 1992, Derek Lewis - a highly successful television executive, with a distinguished career in industry behind him - was approached by a firm of headhunters about the possibility of running the Prison Service. Six months later, Lewis - unable to resist the challenge - was confirmed in the post of Director General by Kenneth Clarke, the then Home Secretary. As the first head of the new semi-autonomous prison agency and the only high-profile outsider ever to enter the unknown world of prisons, he was soon caught up in the web of self-interest and hidden agendas being pursued by politicians and public servants alike. It was a looking-glass world where the satisfaction of bringing order out of chaos was offset by frustration, controversy, political sniping and, ultimately, betrayal. Prisons were alien and often violent places where antiquated conditions - overcrowding, slopping-out, drugs and intermittent rioting - co-existed with luxurious new blocks, the costs of which had spiralled out of control. The replacement of the genial Clarke by Michael Howard coincided with a run of dramatic prison riots and escapes; the punitive and political aspects of prison were emphasized at the expense of rehabilitation, and Lewis's pragmatism came increasingly under siege. An eye-opening insight into politics at their most ruthless and self-serving, Lewis's account of the events leading up to his eventual sacking by Michael Howard provides a gripping finale to this fascinating and controversial book. No one has written better, or with such rueful candour, about the clash of two cultures, the innovative and the bureaucratic.
