Desmond Dinan attended National Institute for Higher Education in Limerick, Ireland and received a Bachelor of Arts degree in European Studies in 1978. He earned a Master's degree in International Politics from Georgetown University in 1981 and a Doctor of Philosophy in Modern European History from National University in Cork, Ireland in 1985.
Irish-born Dinan decided to work primarily in the United States because, as he noted in Public Policy Currents Online "One can work on the EU in the U.S. and work better on it here than in Europe because of the access to resources and materials."
Desmond began his career at School of Public Policy, Fairfax as a faculty member in 1986. After that, he served as an Assistant Professor in 1987-1994 and as an Associate Professor from 1994 to 2004 at George Mason University. He was a Research Fellow at the College of Europe, Bruges, Belgium in 1993-1994.
Dinan has been an Adviser, Directorate-General for Education, Communication and Culture to the European Commission in Brussels from 1993 to 1994 and a Visiting Fellow at the Netherlands Institute for International Relations, The Hague in 1998-2000. He was a Visiting Professor at the College of Europe, Bruges campus in 1997-2000 and the College of Europe, Natolin campus in 2005-2008. Dinan was a Fernand Braudel Senior Fellow of Department of History and Civilization at European University Institute, Florence, Italy from January to June 2011.
Currently, Desmond Dinan is a Professor of Public Policy and holds the Jean Monnet Chair in European Public Policy at George Mason University.
Dinan has written several books on the EU since 1994. In “Ever Closer Union: An Introduction to European Community” Dinan discusses controversial issues such as the future of the European Parliament and the contributions of former French President Charles de Gaulle in helping to develop the European Union.
As an editor of the Encyclopedia of the European Union, Dinan describes EU policies and theories, their creation, and their application, as well as discussions on various institutions, policies, events, negotiations, treaties, and personalities involved with the EU. Dinan also provides a short chronology from 1950 of the EU's history, a list of abbreviations and acronyms, and a map of the region.
In “Europe Recast: A History of European Union” that was published in 2004, Dinan provides a chronological account of the European Union's development. Dinan has written the article on institutions and governance for the Journal of Common Market Studies‘ highly regarded annual review of developments in the EU.
