Appointed lecturer on public instruction before teachers’ institutes by Maine Board Education, 1848. Began practice law, New York City, 1854. Active in establishing unites states department Education, 1867.
Advocated system of free independently controlled public schools.
Drew up “Acting to Secure to Children the Benefits of Elementary Education,” passed into law by New York State, 1874. Instrumental in overthrowing Tammany ring and in correcting political irregularities in New York City.
