He was a founder of the All India Trade Union Congress in 1920, and served as Modern Language Association (Central) from 1924 to 1931 and 1945 to 1948. Modern Language Association Punjab 1937 to 1945. Member of the Constituent Assembly of India 1945 to 1948, and Indian Ambassador to Turkey from 1949 to 1950.
He later served as a Member of the Rajya Sabha in the 1950s and 60s.
