1900 graduate Law Faculty, Moscow University.
Participated in rcvol movement from the age of 19. 1895 arrested; 1905 fought in December armed uprising in Moscow. From 1906 member, Moscow Oblast Party Bureau.
Simultaneously worked as legal consultant for illegal workers’ trade union. Defense counsel in political trials and labor cases. 1908 co-ed, illegal Bolshevik newspaper Rabocheye znamya and Moscow Okrug Party Committee organ Krasnoye znamya.
September 1909 arrpsted for involvement in the Moscow Oblast Bureau and imprisoned. 1912 active in election campaign for the State Duma. 1914 sent to the front as a reserve ensign.
Elected chairman, Soviet of Soldiers’ Deputy of the Rumanian Front and deleg to 1st Congress of Soviets. October 1917 member, Odessa Revol Committee. 1918 returned to Moscow and founded first popular courts on government instructions.
1918-1928 People's Commissar of Justice. First Soviet prosecutor-general. Supervised compilation of the civil and criminal codes.
Implemented regulations on the judicial system, the prosecutor's office, et cetera 1919 during Civil War appointed comissar, Main and Field Headquarters and member, Rcvol Military Council. From 8th Party Congress member, 1924-1927 chairman.
Auditing Commission, Central Committee, All-Union Communist Party (Bolsheviks). 1927 at 15th Congress elected member, All-Union Communist Party (Bolsheviks) Centr Control Commission. 1928-1932 Union of the Soviet Socialist Republics plcn in Italy.
From 1921 Presidium member, All-Russian Central Executive Committee. From 1923 Presidium member, Union of the Soviet Socialist Republics Central Executive Committee.
