Studied at Saint St. Petersburg University. 1911 graduate Law Faculty. Sorbonne University.
1905 member, Board of Agitators, Saint St. Petersburg Russian Social-Democratic Workers’ Party Committee. 1906 helped organize Kronstadt Mutiny, then Sveaborg Mutiny. Arrested for this and sentenced to five years’ exile in Yakutsk but escaped from Volodga Prison and fled to Kiev.
Joined Kiev Russian Social-Democratic Workers’ Party Committee and worked for Party Military Organisation Fall 1907 emigrated to France. Joined “Vperyod” group.
1912-1913 underground workin Saint St. Petersburg and Moscow, then returned to France. May 1917 returned to Russia and joined “Mezhrayontsy” organisation. Delegation at 6th Russian Social-Democratic Workers ’Party (Bolsheviks) Congress.
Joined Russian Social-Democratic Workers ’Party (Bolsheviks) together with other “Mezhrayontsy". During 1917 October Revol comissar of Krasnoye Selo during fighting with Krasnov’s troops. From December 1917 Collegium member.
People's Commissariat of Food. April 1918 sent by Russian Soviet Federative Socialist Republic government to Ukraine to negotiate with hetman government. January 1919 headed Soviet Red Cross mission in France.
1920 member, Soviet deleg at peace talks with Poland in Riga. 1918 sent by Central Committee, Russian Communist Party (Bolsheviks) to Ukraine and appointed member, AU-Ukraine Revol Committee and Ukraine People's Commissar of Agriculture July-August 1920 attended 2nd Communist International Congress.
December 1921 elected first secretary, Central Committee, Communist Party (Bolsheviks) Ukraine. 1920-1923 and 1949-1952 Political Bureau member, Central Committee, Communist Party (Bolsheviks) Ukraine. 1922 worked for Communist International.
From July 1924 Presidium member, Communist International Executive Committee. 1928-1943 secretary Communist International Executive Committee. Headed All-Union Communist Party (Bolsheviks) deleg in this organisation.
At 17th (1934) and 18th (1939) All-Union Communist Party (Bolsheviks) Congresses presented report of All-Union Communist Party (Bolsheviks) delegations’ activity in Communist International Executive Committee. 1942-1944 worked for Central Committee, All-Union Communist Party (Bolsheviks) and Red Army Main Polit Board. From July 1944 deputy chairman, UkrCouncilof People's Commissar and Ukraine People's Commissar of Foreign Affairs.
1946-1953 deputy chairman, Ukraine Council of Minister 1945 headed Ukraine deleg at San Francisco Conference. 1946 headed Ukraine Dcleg at Paris Peace Conference.
Attended first four sessions of United Nations General Assembly. 1948 Ukraine permanent representative in United Nations Security Council. Held rank of ambassador extraordinary and plenipotentiary.
1923-1939 member, Central Committee, All-Union Communist Party (Bolsheviks). Member, Communist International Executive Committee from 1921. Member, Union of the Soviet Socialist Republics Central Executive Committee.
Deputy Union of the Soviet Socialist Republics Supreme Soviet. Wrote numerous articles and studies of workers and Communist movement. Wrote memoirs of his meetings with Lenin.
