Dmitriy Protopopov held various positions in Saint Petersburg. He was an editor in the statistical department of the Ministry of State Property (since 1838), the senior member of the Voronezh Commission for arranging quitrent (land tax) (1842), the assistant of the head of the provincial commission for equating state peasants into cash collections (Voronezh, 1844). Head of the State Property Chamber (Smolensk, 1850s; Samara, 1858-1863). Director of the 2nd Department of the Ministry of State Property (since 1863). Privy Counselor (1868).
