In 1909 Dmitriy Zakharovich graduated from rural elementary school. From 1916 he served in The Imperial Russian Army. In 1917 he graduated from the Batumi school of ensigns.
In 1917 Dmitriy Zakharovich was elected a member of the company committee, joined the Russian Social-Democratic Labor Party (Bolsheviks). Member of the Voronezh district executive committee, delegate of the 1st district convention of Soviets. Chairman of the Village Council, cell secretary of the Russian Social-Democratic Labor Party (Bolsheviks) in the village of Kostenki.
At the end of 1918 Dmitriy Zakharovich was appointed chairman of the Voronezh district Emergency Commission. Since 1919 a member of the Revolutionary Committee and the military commissioner of the Voronezh district. The head of the party-Soviet control group under the Moscow Regional Committee of the All-Union Communist Party (Bolsheviks), the secretary of the Leninsky district committee of the All-Union Communist Party (Bolsheviks) of Moscow. 1st Secretary of the Central Committee of the Communist Party (Bolsheviks) of the Tajik SSR (1938-1946). Deputy Minister of meat and dairy industry of the RSFSR. Delegate of a number of party congresses. Deputy of the Supreme Soviet of the USSR (1937-1950).
