Dmitry Bolkunets is a Belarusian political analyst, economist, researcher and writer. He is Secretary General of the Belarus Democratic Forum and has worked in political analysis, international media, public relations and event organization.

Dmitry Bolkunets was born on March 2, 1983, in Slonim, Belarus. He has worked as a political and economic analyst specializing in Belarus and the post-Soviet region. He has also been involved in research, political communication, public relations and event organization.
Education
Dmitry studied at the Belarusian State Agricultural Academy, the Belarusian State Economic University and European Humanities University. He later studied at the National Research University Higher School of Economics in Moscow, where he attended the Faculty of World Economy and International Affairs from 2010 to 2013.
Career
Dmitry Bolkunets worked at the National Research University Higher School of Economics in Moscow from 2012 to 2018. At HSE, he was associated with the university's work with students and alumni and served as director of the Center for Alumni Relations and as head of the Career Development Center. HSE publications identify him in these positions during the 2010s.
He has published research and commentary on Belarusian politics, economics and Belarus-Russia relations. In 2014, he was identified as a lecturer in the World Economy and World Politics Department at HSE and published research on Russian energy transit through Belarus.
Bolkunets later became involved in political and analytical activities outside Russia. He is a co-organizer of the Belarus Democratic Forum and, in 2026, is identified as its Secretary General. He contributes analysis on Belarus and the wider post-Soviet region to international media, including the Jamestown Foundation's Eurasia Daily Monitor.
He is also the editor-in-chief of the information resource Bolkunets.org, which publishes analytical articles, interviews and commentary.
In 2025, Bolkunets undertook the VeloLiberty bicycle journey across Europe. The journey covered more than 10,000 kilometers through 16 countries and included documenting people and everyday life in European cities and villages.
Dmitry Bolkunets has published more than 5,000 articles, comments and interviews in international media outlets and has organized more than 500 events. He is editor-in-chief of Bolkunets.org and has been engaged in analytical and political activities, including work as a co-organizer of the Belarus Democratic Forum.
