Career
He represented Soulanges in the Legislative Assembly of the Province of Canada from 1858 to 1861 and in the Legislative Assembly of Quebec from 1867 to 1871 as a Conservative. He was born in Saint-Joseph-de-Soulanges, Lower Canada, the son of Louis-Pierre Coutlée and Marie-Rose Watier. Coutlée was mayor of Saint-Joseph-de-Soulanges from 1864 to 1871 and lieutenant-colonel in the militia for Soulanges County.
He was defeated when he ran for reelection in 1861 and again in 1871.
He died in Montreal at the age of 59.
