Began as consul general to South Africa, 1906, at New York, 1910-1912. Inspector of consulates in North. and C. America and the West Indies, 1912-1920. In charge consul general’son office, New York, 1920-1928, dean of consular corps, 1928-1933.
Envoy Extraordinary anu Minister Plenipotentiary from Uruguay to the United States, 1934-1941.
During his public career has been appointed to special and confidential missions of his government to England, Germany, Austria-Hungary, Italy, Poland, Russia, Canada and Cuba.
