My work is devoted to the improvement of economic policy-making. It reflects the interaction between real-world policy problems and economic research. In the mid-1960s, I was taught separate models for inflation, growth and fluctations, and I started my career by trying to understand how best to integrate these models.
I participated in the early efforts to apply dynamic methods and neoclassical theory to the problem of inflation. Back then, a major problem was how to convince policy-makers and academics that there were limits to how far unemployment could be reduced on a permanent basis through the use of demand stabilisation instruments alone. Both the academic and policy community bought that argument only too well.
Now, the problem is the reverse, namely, how to convince both policymakers and academics that a more ambitious pursuit of policy goals makes sense. My recent research has been directed towards furthering our understanding of new policy tools, of the institutions that inhibit price adjustment, and of the implications for policy of a decade of turbulence in macroeconomics. I have spent fully half of my time in the last decade in what has become a second career, namely, as a policy-maker in government.
Because of this role, I have also been called on to write synthetic pieces summarising what is known about various issues of interest to the policy community.
