President, Council of Ministers of Agriculture, European Community, January 1982 until June 1982, during which time he had the Council of Ministers adopt Agricultural prices and accompanying measures with a qualified majority for the first time in the history of the European Community. Vice-President General Agreement on Tariffs and Trade Ministerial Conference, Geneva, 1982.
