Dr. Rasiah was born in 1949 in Nallur, Jaffna, Sri Lanka as the fourth child to Pandit S. Rasiah (Tamil Scholar and Lecturer) and Ponnammah from Nallur, Jaffna, Sri Lanka; brought up in a village environment with the emphasis of duty, discipline, education and caring.
