Couper was educated at Cranleigh School and later studied at the University of Oxford, where he obtained a Master of Arts degree. He was admitted to the bar in England in 1961, beginning the legal career that led to his partnership and later senior partnership at Rowe & Maw.
Couper practised as a lawyer in England and worked as a partner of Rowe & Maw. By March 1993 he had become the firm's senior partner, succeeding Nigel Graham Maw. His later professional and institutional activities included directorships connected with R. & M. (Stafford House) Service Company and Mayer Brown International Pensions Trustee Limited. He also served as a director of Cranleigh School from 1998 to 2005 and as a director of the Froebel Trust from 2011 to 2013.
Couper maintained a close association with Cranleigh School through the Old Cranleighan Society, the school's alumni organization. He served as president of the society and represented it at reunions, school events, and community projects. In 2018, as president, he officially opened the Old Cranleighan Club's new all-weather pitch in Thames Ditton, part of a £450,000 investment involving the society, the Old Cranleighan Hockey Club, and Elmbridge Borough Council.
Couper's principal documented institutional connections were with Rowe & Maw, Cranleigh School, the Old Cranleighan Society, and the Froebel Trust. His association with Cranleigh extended from his school years into later service as an alumnus, society president, and school director.
