Desmond is chiefly remembered for his efforts in relation to the establishment of California State University, Sacramento, in 1947. Desmond convinced the Senate"s finance committee to withhold funding for the University of California until he had a commitment. Earl Doctorate. Desmond died in office at Sacramento, aged 62.
Membership
He subsequently became a member of the California legislature for the 19th District and in 1941 was Speaker pro Tem of the California State Assembly.
