Roosevelt Dam originally was conceived for water storage, but, with passage of the National Reclamation Act of 1902 and federal instead of local or private financing, electric generating capacity beyond the power necessary to build the dam was added. From this dual development of stored water and hydroelectric generation emerged the Salt River Project as it is today.
