Except when acting chief forest service, 1940-1942. Organized research bureau.
Planned and helped obtain legislation to insure planwise development of research commensurate with national needs, resulting in 12 regional forest experiment stations and further development of a national forest products laboratory.
As acting chief formulated Federal legislation leading towards nation-wide forestry, with primary emphasis on public regulation of forest practices on privately owned land and greatly increased public ownership.
