He served as Minority Floor Leader of the House of Representatives of the Philippines until 2012, when he resigned from the post. He first served from 1987 to 1998, and then from 2004 to 2013.
Lagman is a graduate of the University of the Philippines College of Law where he became a member of the Alpha Phi Beta Fraternity. Lagman has been elected to a total of five terms as a Member of the House of Representatives, representing the 1st District of Albay. Lagman was a member of Lakas-CMD, and is the main proponent of the Reproductive Health Bill.
