He graduated at the DuPont Manual Training School in 1908, and following a two-year course (1911-12) in Structural Engineering at the Louisville Institute of Technology, he began architectural a study at the city's Beaux Arts Institute of Design.
After studies he employed in local architectural offices (Louisville).
In 1922 Mr Rassiner was appointed Architect to the City Board of Education, and in the two ensuing years was engaged in designing school buildings, among them the Clark and the Emerson. After 1923 he practiced independently with an office in the Louisville Trust Building, preparing plans for a number of public and commercial buildings, also several city residences.
