He was educated at Brewerville and at Liberia College High School, Monrovia (1937-9), going on to Liberia College, Monrovia, America University, Washington (1950-2) an Michigan State College (1952-3), where he got an MA.
He worked as a journalist and in 1954 became Press Secretary to President Tubman and later Chief of the Bureau, which became the Department of Information and Cultural Affairs. Here he developed the information service, encouraged local and national newspapers and established the first broadcasting and television services. He was appointed Secretary (equivalent to Minister) of Information and Cultural Affairs in 1964 and held the post through to 1972. Meanwhile he pub-lished a collection of President Tubman’s official speeches, “President Tubman Speaks”, in December 1959 and co-edited with Dr Abeodu Jones the "Official Papers of William V. S. Tubman” in 1968.
When President Tolbert appointed his first cabinet on January 11, 1972, he was given a new post, the Minister for State for Presidential Affairs. In this he as seen as a particularly close adviser to president Tolbert, who can draw on his experience as a senior minister and Member of the party.
