Background
Fowell was the son of Arthur Fowell of Fowellscombe and his wife Maria Reynell, daughter of Richard Reynell of East Ogwell.

He was knighted at Greenwich on 3 November 1619. He did not sit in the Rump Parliament after 1648. In 1656 he was elected Member of Parliament for Devon in the Second Protectorate Parliament.
He was created a baronet on 30 April 1661.
Fowell died at the age of 81. Fowell married Margaret Paulett, daughter of Sir Anthony Paulett of Hinton Street George.
In November 1640, Fowell was elected Member of Parliament for Ashburton in the Long Parliament. He was a member of the parliamentary committee and Deputy Lieutenant of Devon and president of the committee for sequestration.
