In 1957-1960 Eduard Plotnikov attended E.M. Romanovskaya art studio at the House of Culture of the Comintern Factory of Voronezh. In 1967 he graduated from the Ryazan School of Arts.
Since 1968 Eduard Plotnikov took part in regional, district, republican exhibitions. In 1968-1989 he worked as Head of the project team of the Voronezh Creative Integrated Activity. Since 1990 he was director of Hudozhnik Company (LLC). In 2003 he became deputy chairman of the regional organization of the Union of Designers.
Under Eduard Georgievich leadership, design projects of interiors and exteriors of cultural, social and administrative facilities (about 200 objects in total) were developed and implemented, including: Borisoglebsky Drama Theater (1976-1981), cosmonautics club of a mechanical plant (Voronezh, 1984-1987), building of the Port Authority (Novorossiysk, 1986), Voronezh Regional Universal Scientific Library named after I.S. Nikitina (1992) and many other objects.
He was the author of following tapestries: "The Arctic" (1980), "Young Designer" (1983), "Astronauts" (1986).
The personal exhibition of Plotnikov's works took place in 2003 in the exhibition hall of the Voronezh branch of the Artists’ Union.
