Career
Born in Miami, Florida, Bullard served in the United States Army. He then received his bachelor"s degree from Florida Agricultural and Mechanical University and his master"s degree from Nova Southeastern University and was an assistant principal. He served in the Florida House of Representatives as a Democrat 2001-2009.
