He was a representative for the constituency of Saint Lucy (1971–1981) and (1986–1994). He received his early education at Saint Clement’s Boys’ School and his secondary education at the Coleridge and Parry School and Harrison College. Mr. Greaves graduated from the University of the West Indies (Cave Hill Campus) with an Honours Degree in History and Economics(1967) and from Rutgers, the State University of New Jersey, United States.A with a Masters in Education (Labor Studies- 1971).
Greaves is the current Barbados government representative and High Commissioner to Canada.
He replaced Glyne Samuel Hyvesta Murr. He was invited to serve as High Commissioner of Barbados to Canada by newly elected Prime Minister of Barbados, David Thompson.
The Barbadian High Commissioner in Ottawa is also concurrently accredited as non-resident Ambassador to Australia and New Zealand.
