He was born on July 4, 1836 in Boston, Massachusetts, United States. He was the son of Emanuel and Abigail Samuels.
His father was interested in outdoor life and encouraged him in his studies in natural history, but his schooling was limited to that provided by the city.
Early in life he began writing for the press and in 1860 he became assistant to the secretary of the Massachusetts State Board of Agriculture, in which capacity he served for twenty years. His duties allowed him ample time for other pursuits and in 1870 his musical tastes led him to begin the publication of music, which he continued until about 1890.
His election as president of the Massachusetts Fish and Game Protective Association in 1885, a position which he held for seven years, was one in which he took the greatest pride. Under his leadership the association increased greatly in numbers and influence, and became an important force in improving the state laws and in developing public sentiment in support of them.
While not a scientist in the modern sense of the word, Samuels was a good observer and keenly interested in the habits of animals, especially birds. He felt the lack of any popular book on the birds of Massachusetts, and having a taste for writing, and excellent judgment in selecting what was well written, he published a number of papers in the Reports of the State Board of Agriculture intended to meet this need. Meanwhile he undertook the preparation of a volume entitled Ornithology and Oology of New England, the first edition of which appeared in 1867. It met with immediate success, and the legislature made a special appropriation to purchase a thousand copies for public libraries throughout the state.
New editions were soon called for and in 1870 the fifth edition was issued, under the title The Birds of New England, by which the work is most widely known. The technical matter for this very popular and useful book was taken from the publications of Spencer F. Baird, and there are liberal quotations from Audubon, Wilson, and Nuttall, as well as from the letters of less-known naturalists.
After 1890, his eyesight began to fail and in his later years, he was blind. His affliction was increased by paralysis, which completely prevented his actual writing, but he nevertheless, by dictation, continued his contributions to Forest and Stream and similar publications. He died at the home of his daughter, Mrs. John A. Barton, in Fitchburg, Massachussets
Being a president of the Massachusetts Fish and Game Protectivem he contributed long essays to U. S. and Massachusetts agricultural reports. There is no doubt that Samuels' famous work “Birds of New England“ did more to stimulate bird study and to increase the public interest in birds in New England than any other publication of the last half of the nineteenth century. Of his subsequent publications, none met with comparable success, but his “With Fly-Rod and Camera“ (1890) was very well received and did much to develop and stimulate the love of outdoor life which is now so general. It was perhaps the first publication to suggest the "hunting with a camera, " instead of a gun, which has been so marked a feature of twentieth-century field work.

He was a great nature lover, and fond of sport. His spare hours were devoted to the promotion of the study of birds and to work for the protection of fish and game. He was approachable and eager to help any one who showed an interest in that field and many a student owes him a debt for help freely and cheerfully given.
He married Susan B. Caldwell, a school-teacher and author of stories for young people, while his sister Adelaide was also a writer of no little reputation.
